It is also possible that the rotor or pads have gotten contaminated by some sort of grease or oil, including finger oils. You can remove contamination from the rotors with Brakleen or similar, but you may or may not be able to get the pads clean enough, since they are absorbent, and may need replacement. Handle with gloved hands upon reinstallation.
Yep I have broken them in with a couple of dozen firm stops from 25km/h.

Both front and rear have very little braking power, and they had really crap braking power from the very first ride, so I doubt it is contamination, unless the factory contaminated it.
