I tried using the concave washer at first, but it was difficult to keep it from rotating as I tightened the recessed nut. The fork itself seemed to provide a better seat for the flange of the recessed nut than the aluminum washer anyway, so I just went that route.

On the frame's brake bridge, which doesn't seem to make a good seat for the recessed nut because of its smaller diameter and thinner steel, I'm using concave washers on both sides.
