I suspect the conversion and bike were painted at one time. The bike's front fender and chain guard have that late 1960s/early 1970s look. The curved down tubes suggest USA as does the 1 piece crank. The brake levers are not the lower cost steel stamped designs common to low cost USA bikes. The pedals are.


As to serial number check the seat tube at it's upper and lower portions, the left rear drop out face, the sides of the head tube and under the B shell. Andy.
