My contention is and was in every situation other than mounting true-ness/roundness the best tubular under what it was designed for will beat the best clincher in what it was designed for. A smooth flat fixed speed situation like a track or like some World ITTs it is so close, it does not matter as things like weight etc (due to rules) make the differences moot. Hour record on tubulars, World ITT this year - clinchers.
In any road race there is not a clincher that beats the best tubulars. I do not know of a pro riding a clincher who was not also sponsored to ride that clincher. I know of many cases pros ride tubulars that were not sponsored to ride them(Tinkoff, Sky are two that come to mind). Tony Martin loves the smoothness and flywheel effect of the heavier disc clinchers. On flat/smooth (like a track) he is the worlds fastest multiple times. He is also off the back in the mountains.
