go;
Down the Rocky River Preserve ,cut over to The O&E at N Royalton, at Bolivar pick up 212 then to 151 at New Hagerstown. 646 out of Scio, to 43 and drop down into Stubensville. Then up the long hill to the Panhandle. The only place where I might have trouble it coming into Stubensville, it looks like a long strip mall.

Steubenville is not that bad. I can give you tips there too as I have done it a couple of times. You don't need to take that long hilll. There is a way around on Route 2. Lots of fast moving traffic but the shoulder is very adequate and you avoid that steep climb you mentioned..
One thing to note there is no legal camping on the Panhandle. You might find a couple of places to stealth camp but much of the trail is people's back yards.
