Sorry to hear of the conflicts in Sweden over transport. I do hope you have some good advocates to change it all. Sounds like some paths need to be walker only or on wheels only.
The US has lots of conflicting laws. The stupid ones were drafted before there was such a thing as an e-bike so they had no idea of what other legislation might be written to guide people who actually USED them!
Surprisingly CA did well on their writing, and I see news of other places adopting the same or very similar rules.
Its a new way of transport. A very small part of the populous even knows they exist, much less having politicians and law enforcement know.
The reactions of pedaling cyclists are very mixed and many are negative about it. LBS's have no idea about them or how to sell them, so they sit unused in a corner.
I see myself as an ambassador for e-bikes. I advocate and encourage test rides on mine just so people have an idea of what they are. Of course that will also help feed customers to my planned but not open yet e-bike store.
On the mountain bike trails the hostilities seem to be larger if I understand what I have heard. I see no reason for the hostility other than now there will be more people using the trails, instead of JUST the ELITE. These trails are PUBLIC and paid with PUBLIC funds, so the public should be able to use them whether that bicycle has a battery or not.
If you encounter someone that says you are not allowed in a place because the sign says "no motorized vehicles," enlighten them that these bicycles are NOT classified as motor vehicles like a motorcycle, moped, or ATV, but they are defined as BICYCLES by federal and other guidelines.
