S25, blurry line here in CA. I spoke with one of the individuals who promulgated the Class System here and he said they never intended for it to apply to off road. However, since the law redefined a motorized vehicle, some say that electric bikes must be excluded specifically to be illegal; at least one bike path in socal has done that. Main consideration now is no enforcement since the park's budgets are not capable of sustaining it.
