Ouch. That doesn't look good.

There are businesses that do good repair work on carbon fiber frames: Calfee, CarbonFrameRepair.com, and Spyder Composites just to name a few. Repairing the stay might set you back $200-300 plus paint and shipping.

You'll also need to strip the bike down to bare frame before sending it in, which will add to the cost if you have to pay a shop to disassemble and reassemble your bike.
