No matter what, those brakes won't stop worth a darn. The stamped steel calipers will flex and bend and waste any "pull" you put on the levers.
See the pieces on the rear brake shoes that bear against the frame? Those are there to brace the brake against its own flexing. That's how bad they are.
Replacing these with aluminum calipers is a start. New cables and levers will help a bunch.
