Broken plastic crank arm dust cap, what to do? Check frame?

So I picked up a Raleigh Pursuit step thru from the local coop's junk pile, essentially for the randonneuring handlebars (coop was closed so didn't have access to tools). After getting it home and taking a good look at it, it LOOKS like it could be salvaged and turned into a nice little cruiser or short tourer. Trying to take the crank off and the dust cap disintegrated! Had to run so I just left it at that for the moment but I wondered how am I to take the crank nut/bolt off? There's still plastic threading and a socket won't fit nor crank extractor.

Secondly, what do I need to check over to see if the frame is salvageable?
