Clever, but I see a couple of issues. One, when patching or replacing a flat, pumping a tire that is off the bike looks like it may be difficult. In the case of a rear wheel off, the bike would have to rest on the rear dropout and may damage the rear derailieur. And if it is the front wheel that is off, then the bottom of the front dropout would be scraped. And two, the bike must be steadied while pumping. And if there were a kickstand, would the pumping put too much pressure on it?
Yes, it does seem that a detachable frame pump would work much better so you could move the pump to the tire instead of having to move the tire to the pump.
