I tried tool again, tried much harder and it worked!
Tried again this time I put some serious muscle into it. Drive side crank, came off with the tool I thought didn't work. Then when using the tool on the non drive side crank (dustcap broke and was stuck in threads), I completely made a mess of the threads and now the crank tool won't screw in. New post will be up soon, asking for help on this.
