Anhydrous (100%) IPA would be the alcohol of choice but most riders don't have access to it as it is mostly sold as an industrial chemical. Drugstore "Rubbing Alcohol" is typically 70% IPA so there is still a fair bit of water in it. You can usually find 90% IPA in drugstores or hardware stores and it is a better choice.

I wouldn't dry an alcohol soaked chain in an oven as the fumes are very flammable.

To dry a wet chain (water or alcohol) a strong hair dryer set on "high" or, better, an industrial heat gun, will also work and keep harmony in the family.
