As you heat water up, it drives out the dissolved gases, including oxygen, so it slows the reaction by depleting the water of oxygen. (The rate constant for the reaction increases with temperature, but since the rate of the reaction also depends on the concentration of reactants, including oxygen, the rate itself will decrease.)
