The 2014 Orange RX9 - would have fit your bill - it came stock with 35mm tires but with plenty of room for wider, top pull front shifter, and all of your other needs:

Unfortunately they changed the style for current models and it no longer has the top-pull shifter.

If that's a real and primary consideration for you then it might be tough because those are not very common. But yes, agree, a cyclocross or gravel style bike is probably closer to what you are looking for.
