I'm not real sure what you mean by "Cycling Infrastructure"?? As yet there are no (to my knowledge) cycle ways, so in most cases cyclist have to cycle normal roads and share the risks that entails. Along many urban highways there are separate Motorcycle lanes, and these can be used by cyclists.

There is a few government built cycling tracks for indoor, BMX and mountain biking. Mostly groups just do there own thing, there is a lot of jungle here so maintain biking is very popular, and there is a lot of plantation tracks that are used for mountain biking, really every town or village would have access to such places. Country roads are of very high quality, and generally quiet, certain roads are very well known for cycling especially at weekends and car drivers know and allow for this. Even certain highways which are no go for bikes generally will turn a blind eye go a Sunday to those on road bikes, and clubs.

Availability of equipment is good, can buy most things here, or can order online from anywhere in the world. No matter how exotic, it will sell here. When the wealthier Malaysians get into a sport they go the whole way, so $5000 bikes are not unusual. As nearly all bikes are imported they tend to be quite expensive. As an example, I recently wanted to buy a set of Shimano M324 pedals, they were about $120 here, but I got them online from overseas for $45 delivered..

Bicycling is a growing sport here, and any Sunday in the hills around Kuala Lumpur there will be hundreds of bikers enjoying their rides.
