While I have seen a repair done there once, that frame is toast given it's value. Almost looks like the drop out is loose from the chainstay too. The repair I saw done was realigned, welded, and a gusset plate made to go between the ST and DT. This was done on a Lotus with Tange Champion by a VERY experienced welder and fabricator.
