You have answered your own question.
To start off with, you have to be fully recovered to test max. Your observations are invalid unless you were 100% recovered from previous efforts. There are other conditions too, all of which have to be met for you to be able to say that any given observation was actual max.
The bottom line is that what you have observed is likely not your max.
