Welcome to the forum and great project to get you started. I'm a fan of the mid-80's Raleigh USA bikes, own 2 and am currently looking at a 3rd. These were USA in name only and were built in Japan (maybe Taiwan too?).
The Team USA bike you have is an '84 or '85. Not top of the line by any means but a good sports tourer for casual riding enjoyment. I've always liked the patriotic color scheme of the Team USA model. Here's a link to the 1985 catalog where you'll see your bike described in all it's original glory:

As far as what to do, I would personally keep it original and outfit it with new consumables (tires, tubes, cables, cable housings, brake pads, bar tape, chain). As cool as the bike is, they just aren't worth much so IMO this would not be a candidate for upgrading with higher end or modern gear. For casual riding, the components that are on it will shift and brake fine with new consumables.
Since you are mechanically inclined, I'd disassemble to the frame and clean it with a good paint cleaner (i.e. Meguiars) and a coat of wax. You'll be amazed how you'll get that paint to pop again. Give he internals (headset, bottom bracket, hubs, derailleur wheels) a cleaning and re-greasing. Clean the shiny pieces with an aluminum polish (i.e. blue magic) and put it all back together. With the new consumables, the bike will look and ride great and you'll smile from ear to ear at your accomplishment.
