No, not wet, cold. Tight shoes cuts off the circulation ergo toes get cold, sandals don't fit as snugly. If my feet do get wet, whether from external water or sweat, neoprene traps warm water the same way a wetsuit does. My feet are way warmer in neoprene socks and sandals than leather shoes and any other layer system. Putting a second neoprene booty overtop it all is almost too warm.
