Here's just ONE example of the work, recognize the E. Bozzi copies of Nervex Pro lugs...now you DO thanks to this material...
Are you thinking of Elton Pope-Lance, of Harris Cyclery and Sheldon Brown fame?
Also, don't hesitate to seek out catalogs by the name of the maker - for example, a search for "Bocama catalog" led me to this -
Bocama lugs BCM catalog - 2VELO2VELO which helped me identify the lugs on my '74-ish Allegro.
Anybody on this list an out-of-work or underemployed photographer/graphic designer/researcher with time to gather all the data and assemble it into a photograph- and line drawing-heavy book? With print-on-demand, you could self-publish it and people like the folks on this list would probably buy it, especially if it was well researched ....
