If the tires aren't dry rotted, I wouldn't bother replacing them. Instead, I'd look on Craigslist for a cheap 90's bike store brand mountain bike. Even $60 can go a long way in the used market.
A 24" wheel would mean it's a kid's bike. How tall are you?
I'm short. Barely 5'6". The bike doesn't feel cramped, but I have noticed that in a sharp low speed turn, the toe of my shoe can rub the front wheel.
