I would replace the dropout, but if you don't wish to go this route I would either grind or get ground out the weld repair & fill/buld up with sif bronze this can be worked to obtain a smooth finish & cleaned/tidied up to be not noticeable that's what holds lugged frames together & fillet brazed frames have been around a long time
