The mix of collegiate and categories is confusing things a bit. They are different. USAC rules wise, I don't see anything that has the number categories affect the letter (collegiate) category.

From the USAC computer webpage standpoint:
Collegiate road does affect collegiate track, while non-collegiate numbered road categories (1-5) has no effect on the (1-5) track rank.

For example (both in the same license):
A on the road is an automatic move to B on track without ever having raced track.
USAC road Cat 1 can still be a 5 on the track - even with a national track podium.

Upgrading solely based on collegiate races can take a long time. Skipping a collegiate category or two based on USAC category is a good thing to do (IMO) and because of the number of races and season length, just makes sense, but that is assuming you have achieved it on the category side. Collegiate is weird. Some regions As are like a Cat 3 race and some regions you have a couple pros out there. It depends.
