I ride on MUPs, city streets and rural roads. I announce when I pass in all of those scenarios. I expect the same from you. It's also required by the laws of my state.
You are clearly riding where other bicyclists ride or else you wouldn't be complaining about other bicyclists' behavior. Please announce as you pass. When you pass, stay as close to the right side of the road as possible. The "30 feet of road" doesn't matter.
