Li-Ion Battery Life in Cold Weather

I have a Night Rider Flight. It is rated for a 2:45 run time at the highest setting. I have been running it at night (naturally) when the weather is around 40 deg. My usuall ride is about an hour or so. At the end of the ride the indicator is starting to turn from Green to Red (running out of power). Is this to be expected at these temps?
