For the SRAM and the Shimano bearing kits (sorry but that's how we've labeled them) of last few years, yes. Both orange seals are intended to be used, right up against the cartridge bearing and ever so slightly in the edge of the Bb shell. But the newest Shimano kits we have which use a black plastic insert in the cartridge, no. Andy.
