Pretty much. LiIon totally shuts down somewhere around 0*F, and falls of drastically as it gets colder, above that temp.
That's the reason when I put together my HID system this fall I went with NiMH instead of LiIon; since I mainly use my lights at 30*F and below (down to -10*F) the light would probably not last the trip if it worked at all on really cold mornings.
If you have enough cord, you could try stashing the battery inside your jacket.
