You're wanting to keep the rack on and add the cages over the top? I have a Surly Troll, 2011 frame w/o Salsa Anything Cage mounts. It has one midfork mount for a rack. I don't use a rack, so I screwed the top hole on the cage into the midfork mount and used a zip tie to secure the lower part of the cage. Rock solid. I rolled up a bit of old tubing to create an offset from the fork and wrapped electrical tape around that. For the zip tie I drilled a small hole in the cage to anchor it.
