Based on that photo (and yes, I can't see the blue on the frame) it would look amazing with a matching bar tape. Looks great either way, but that is just me wanting to see matching colors, lol.
Legit question. I ordered the hi-vis yellow tape before I knew there were blue accents on the bike. (Bike was a custom build from competitivecyclist.com.) Plus, I like the yellow for its hi-vis to traffic. Perhaps I will go blue tape when warranted.
