Naturally moderators are the final word, but the effects of threads being derailed by those who are continuously disruptive can't be resolved by ignoring them.
If the users do their part and ignore the instigator, and report him when
genuine violations occur, then we can take care of it. Ideally, if nobody ever responds to a provocateur, he'll eventually stop disrupting . . . . . or we'll nail him, whichever comes first.
