Dunno... I didn't exactly take a close look at that photo but it's 100% racks and fenders. I'd guess they're used / abandoned Dutch bikes imported, and that's how they came off the container. Could have gone to Africa already I suppose.

Is that a church? Perhaps they had a charity project that flopped.
Odd rounded racks and lights. You may be right that the bikes came from Europe.
If I was sending/donating to Africa, I'd ship as-is and hire locally to repair. Have tires and tubes shipped direct from China to destination.
