I was wrong about bear spray. It is generally legal.

Pepper spray is legal in all 50 states.

Some states limit where it can be sold, whether it can be shipped into the state, canister size, whether minors or convicted felons can purchase it or whether it can be carried in places such as schools but all 50 states in general allow some form of pepper spray to be carried and used.

Massachusetts had the most restrictive laws. It was considered ammunition and you had to be licensed to buy it. That law was changed in 2014 and a license is no longer required.
