Bike Pulls to the Left

I have a bike that pulls left while riding - I don't even think about no-hands.

The bike is an Asian made Sears Free Spirit (hi-tensile lugged frame). I put an 8-speed Sturmey Archer IGH on it a couple of years ago and got the hub "sort of" dialed in before I lost interest in it. I recently began working on it again and have the hub tuned perfectly now, but the front pulls so badly that it is no fun to ride.

I don't remember noticing the pulling before, but I was so focused on the hub that I could have ignored it. The frame and paint are in terrific shape, in fact it looks new. I have rebuilt the bearings in the headset and bottom bracket, replaced the brakes, seat, handle bar, pedals, and crank.

I gave the frame the "string test" today and it is off by about 1/64". The fork is not bent.

I am open to suggestions.
