those mild steel frames tweak easily...
could be wheel dish/centering, or the frame itself may have issues.

is the rear wheel centered in between both the chain stays and the seat stays? or just between the chain stays, and not the seat stays? that could be either dish, or frame bend.
Get the wheel dish checked, then see if everything lines up better...

also, CABLES can, and DO cause off center steering...

inspect the rear of the frame first, then report back, ok?
