To the other side of this video, this driver was at least not driving fast. However, it is very clearly intended as a punish pass - the driver's gestures (can't make it out in the video) make their intent clear: "GET THE EFF OFF MY ROAD!" They saw me (and by bright red LED taillight), they just didn't want to see me biking down the road.
