I'd prefer to run 23s and 25s on 16/17 inner width rims. What is the concern? I'll try to swap my tires (from 23 Michelin Pro 4 SC to Endurance in 25) on a 16mm inner-width rim...DT Swiss 440. That is pretty close to 17 and I can check, as long as I find time to do this.
