That's more or less my winter temp range where I live (maybe occasional dips to 35). I bike commute 3-5 days a week regardless of weather (25mi r/t). At the bottom end, long bibs or tights over short bibs, thrift store merino sweater, jersey, windbreaker, windproof gloves. As it warms I go shorts, or knickers, or shorts with knee warmers, and ditch either the sweater or the windbreaker. By 55 (this morning in fact) I'm just jersey and shorts. For rain I find fenders are the biggest help. I sweat like a ***** in church anyway, so I'm getting wet regardless of what the sky is doing. Fenders keep the muck at bay.
