Most short sleeve or long sleeve jerseys aren't windproof. There's some heavyweight long sleeve jerseys available, but I've never tried them.
But multiple layers of lightweight base layers can be considerably windproof. Each layer by itself isn't windproof, but does reduce the wind effect on the layers underneath.
It's interesting how different these thread posts are for the same temperature ranges. Locally, on cool or cold days, a group ride might have riders in shorts and short sleeves, ones with two layers and a vest and leg warmers, or even a heavier jacket and winter gloves.

At 50F, I might either use a breathable cycling jacket and a longsleeve jersey underneath, or two or three thin baselayers under the jersey, no jacket.
It depends on a lot of factors:
--fewer layers late in the winter, when I'm cold adapted.
--sunny days make a big difference.
--will there be longer downhills? I'd want a jacket to stay warmer.
--will it be getting warmer (morning rides) or cooler (evening rides).
( Now, with warm late spring temperatures, there's no decisions before a ride! Much better!)

So, I have a bunch of layers that I can mix and match, and a selection of gloves (my hands get cold easily) from thin glove liners to ski gloves.
Cheap thin tights pulled over summer shorts are very good. And I have some warm windblocking tights too. Both are unlined, so I can use my normal cycling shorts underneath.
