If there's a chance of rain at those temps I'll wear a Castelli Gabba II jacket with a wool base layer. The jacket breathes reasonably well and will impede the rain somewhat but is not waterproof. Anything waterproof doesn't breathe enough so I end up getting wet regardless.
Bibs with leg warmers and shoes with toe covers or booties if the roads are wet.

Light full finger fleece gloves
