The saddle doesn't look butchered to me.
I'm thinking its an older professional (not team with large rivets)
say 70's? with medium copper rivets.
The b15 standard had holes at bottom of skirt and usually
3 holes on top (ala b17).
OEM for Raleigh or some other british marque without name plate
on back?
