It's pointless to single out a random Joe rolling coal for 5 seconds when you will pass by 50 city vehicles doing worse on your way to work.
After someone does the rolling coal for 5 seconds how long does it take for the exhaust fumes and soot to dissipate to a level that it won't irritate someone with asthma?
