Look up the Park Tool step-by-step instructions for installing a front derailleur. I don't remember how many steps there are, but they are in order for a reason. Each adjustment can affect subsequent adjustments. Once you get goofed up there is a tendency to make more and more miss-adjustments to correct for a previous miss-adjustment.
When I have front derailleur problems that I can't figure out the solution usually lies at step one - the position of the derailleur on the seat tube. If that's not right you can't expect adjustments made subsequent to that to be right either.
