I think that the article is about a flat course. During a climb rotating mass would be a bigger factor than aerodynamics. When I evaluate what I'm going to buy for my bike I think about the type of racing that I'm doing. Since we have no 'real' climbs in central Texas, 10-15 minutes is considered a long climb, so aero wheels would be more important than lightweight.
