You can see in the one pic above that the wheel really looks to be skewed to the left and the left arm of the brake caliper looks to be bent back some.

I have black housing here at home so maybe I won't worry about being period correct.

The tires are labelled as 37-590 in size and are as rotten as can be. Sheldon Brown's site claims that this should not be, so I'll be researching what I'm supposed to have and what is available: http://www.sheldonbrown.com/harris/tires/590.html
