If you're running 40s at 38PSI, it seems weird that you'd have your 28s all the way up at 90.

Nope.

I ride 53s on my gravel bike, and they're quite speedy; the bike is heavy as a whole, but otherwise performs right in line with my skinny-tired road bikes.

I haven't had any particular reason to ditch my bikes with 23-28mm tires. They're adequate for my local roads, and I'm hardly inclined to N-1. Besides, if I ever decide to start running aero rims, they don't make them for 53mm 26ers...
