Yes, it's pretty muddy, though I gather they're talking about side reflectors.

My problem is simpler, and relates the the required dimensions. I'm not sure that most bicycles have sufficiently fat tubing to fit that much reflective tape.

In any case, I suspect that compliance with that specific requirement will be near zero, though the front and rear light requirement is reasonable.
