It's pointless to single out a random Joe rolling coal for 5 seconds when you will pass by 50 city vehicles doing worse on your way to work.
Your argument is the same as saying "you have to spend $30 to fill your gas tank anyway, so you might as well take another $300 and light it on fire." If some is bad, more is worse. Nice try, though.
