The rules are a slightly longer version of "don't take any form of short-cuts, incl. no carrying momentum into climbs". They seem like a reasonable codification to me.
Oh, I could imagine bouncing back and forth on set of low rolling hills.
The effect of momentum would be minimized by finding steep hills, or hills a few miles long.
In the end, this really only matters to the rider.
