This thread is another less-than-well-informed-argument in which I do not wish to be involved but one salient fact is that the motorcyclist was a police motorcyclist and had stopped - apparently - for a valid reason.
He could have quite easily been avoided, he was on the very edge of the road, but did fall off onto the grass verge once struck.
